What explains the difference between Russian and Ukrainian military performance in the current war? Most commentary focuses on the Western support to Ukraine, Russian military corruption, and Russia's poor intelligence capabilities. Dr. Beliakova adds another crucial and often overlooked component to this puzzle: the respective governments' relations with their militaries. Beliakova is a postdoctoral fellow in the Dickey Center for the 2022-23 academic year.
